In this scenario, I have the defensive player outside of the free blocking zone, so that would eliminate any special blocking-zone exceptions. I have the defensive player making contact with the lead blocker at or above the waist. No foul on the defensive player as this is part of standard defensive engagement (i.e., shedding a block or making contact while defending the run). I do have a holding penalty on the offense. The lead blocker is actively restricting the defender’s movement (hooking the defender’s arm/shoulder to prevent pursuit of the ball carrier), this meets the definition of holding under NFHS Rule 9-2-3. I observed the lead blocker grabbing the defensive player to restrict their movement, illegally restraining the defender. There would be a 10-yard holding penalty from the previous spot.

Be careful on both… This is not an illegal block below the waist as the contact starts high, and then goes low. It is not an OH either as the contact by the defense hitting high and sliding low causes the offense player to land on top. Stay away from both of these fouls.
I agree with you. Clean block at or above the waste on lead blocker and slid down as offensive blocker started going to the ground and pushing defender down too. As for the little sliding over the top of the defender on the ground, I would talk to the offensive player maybe not to do that again since it starts to look suspicious. Don’t trouble trouble.
