After this bad snap, the holder attempts to score 2 points and runs towards the end zone. Question is should a horse collar be called on the tackle and if so, how would it be enforced?

I don’t know that this checks all the boxes for a horse-collar tackle by current rule. While there is a grasp of the jersey that pulls the runner back momentarily, he goes down forward as a result of another defenders hit. This is a safety foul situation, so had he brought the runner down from the jersey alone, I could support a horse-collar foul even though I’m not sure the grasp of the jersey was in the nameplate area. As far as enforcement, if called, it would be enforced as a live-ball foul from the end of the run.

On this play, since the penalty was behind the previous spot, the penalty would be enforced not from the end of the run, but from the previous spot.
