Late Action Clean or Do We Need a Flag?

Runner’s forward progress is stopped.  Is this late action by the defense unnecessary or just a football play?

    A lot depends on the heat of the game. If any warnings, yes flag. If first offense and if you dont have a flag (and I am fine with that) there HAS to be a stern discussion with #25.
