Run to outside toward the goal line. Is this enough to call holding? If so, what category? Does he let him go before any advantage gained?

Grab and restrict on #25 of the offense. The grabbing and pulling on the jersey of the defender hindered his ability to make a play on the runner. 10 yards from the previous spot.
Initially a two on one block, but when the 2nd player leaves the block, #25 does grab and restrict the defensive player. Mechanically, would have been good for the wing to use the signal to stop the clock since he threw the flag, and knows the play will not result in a touchdown.
